It begins with a renegade strand of genetic information: a rogue transposon, liberated from the confines of its host program, seeking desperately to parlay a final, fleeting moment into a more lasting transition. Instinctively shunning its biological origin, our proto-virus opts for reintegration into the more fertile realm of silicon-based replicative systems. Codes merge with codons, and the ecosystem which humans will one day call Red Tape is born.

Red Tape today is a constantly evolving amalgamation of life-forms: a self-contained biosphere whose population subsists on a diet comprised mainly of petrochemicals and electrons. Although intelligence amongst these beasts has never been clearly established, certain patterned behaviors have led researchers to the conclusion that some sort of primal meta-intellect may be present.

At times a particularly virulent strain of these organisms has been known to emit certain sonic disturbances, possibly as some type of mating call. A few of these events have been documented by perplexed anthropologists; those within the frequency range of the human ear are available for public inspection (see Neurotika), so that humankind might better understand what some believe to be a rather fragile species, possibly not long for this world. Curiously enough, these denizens of Red Tape hold the same belief about humans.
